Background and Purpose

The City has set a four year goal of achieving 80% waste diversion, and reduce illegal dumping by 50% by 2020.  Additionally, the City also has set a goal of having the lowest amount of contamination for a curbside recycling program in BC.  The City has developed a comprehensive four year work plan to achieve these goals which includes but is not limited to implementation of new services, expansion of the existing services, and education/promotion of the City’s waste collection programs.

The purpose for the services outlined in this RFP is to support the City’s goals and objectives through the development of two major public education and awareness campaigns that will fall under the Surrey’s Rethink Waste program umbrella.

Scope of Work

The success of waste diversion programs (measured via high participation and low contamination levels) and reduction in illegal dumping cannot be achieved without the support of comprehensive and consistent communication and education efforts undertaken concurrently with other initiatives.

Project objectives will focus on maximizing the level of understanding of various program components among residents, and will require:

  • Developing a strategic framework that will build on the existing Surrey’s Rethink Waste campaign and will incorporate traditional and new media marketing and communication
  • Design public communication and awareness campaigns to support the roll out of the City’s new and/or expanded programs and services
  • Selecting appropriate communication mix to create an effective campaign consistent across all media platforms
  • Promote the City’s services and programs to increase residents’ participation
  • Develop an integrated communication and marketing plan
  • Identify target audience
  • Develop targeted messages and education materials
  • Undertake media planning, i.e. sourcing and selecting optimal media platforms
  • Develop a multi-media communication campaign to create awareness of illegal dumping
  • Develop a  simple but effective slogan for the campaign and corresponding messages encouraging the public to change behaviour and to comply with regulations and laws
  • Promote ‘Illegal Dumping Hotline’ and other reporting tools
  • Publicize successes achieved during the span of the campaign.

Information Meeting

An information meeting will be hosted by the City Representative to discuss the City’s requirements under this RFP (the “Information Meeting”).  While attendance is at the discretion of Proponents, Proponents who do not attend will be deemed to have attended the Information Meeting and to have received all of the information given at the Information Meeting.  At the time of issuance of this RFP a meeting has been scheduled for:

If the City determines that an amendment is required to this RFP, the City Representative will issue a written addendum by posting it on the BC Bid Website at www.bcbid.gov.bc.ca (the “BC Bid Website”) and the City Website at www.surrey.ca (the “City Website”) that will form part of this RFP. It is the responsibility of Proponents to check the BC Bid Website and the City Website for addenda. The only way this RFP may be added to, or amended in any way, is by a formal written addendum. No other communication, whether written or oral, from any person will affect or modify the terms of this RFP or may be relied upon by any Proponent. By delivery of a Proposal, Proponent is deemed to have received, accepted and understood the entire RFP, including any and all addenda.
