Request for Proposals

The City has established the goal to increasing waste diversion from Surrey residential waste stream from 70% to 80% by 2020.

To develop the City's approach to increasing waste diversion, the City would like to determine the composition of the City's residential curbside garbage stream.  The purpose of this RFP is to select a Consultant to conduct a series of seasonal composition audits of its residential garbage waste stream.  Waste will be collected by the City and delivered to the Consultant at a staging area located at the Port Kells Regional Transfer Facility.

The Consultant will be responsible for conducting the following work:

Waste Composition Audits:
Four (4) one week seasonal composition audits of residential waste from Sample Area.

The City is requesting proposals to be submitted based on sorting waste into Primary Categories.  Proponents are also invited to include as part of this proposal optional pricing to sort waste into Secondary Categories.  Materials included in Primary and Secondary Categories as listed in RFP document.

Addenda
If the City determines that an amendment is required to this RFP, the City Representative will issue a written addendum by posting it on the BC Bid Website at www.bcbid.gov.bc.ca (the “BC Bid Website”) and the City Website at www.surrey.ca (the “City Website”) that will form part of this RFP. It is the responsibility of Proponents to check the BC Bid Website and the City Website for addenda. The only way this RFP may be added to, or amended in any way, is by a formal written addendum. No other communication, whether written or oral, from any person will affect or modify the terms of this RFP or may be relied upon by any Proponent. By delivery of a Proposal, Proponent is deemed to have received, accepted and understood the entire RFP, including any and all addenda.
